Successfully brokering in-country delivery, degree awarding transnational education (TNE partnerships) in equal measure of academic and financial viability has been the cornerstone of our company’s growth since 2016. 

Noble Solutions brokered its first TNE collaboration between the University of Gloucestershire (UK) & University of Economics & Finance (Vietnam) in HCMC, Vietnam in 2016, a partnership that is operational to this day and has grown in programme provision and visibility. Since our first partnership, we broadened our TNE reach in Vietnam, entered Myanmar in 2017, Sri Lanka in 2018, and Indonesia in 2023 with our TNE brokering model. 

 

Our value is simple – we source, vet and deliver sustainable TNE partnerships for client institutions saving both cost and time, and further offer localised management to best-support project outcomes. Our services are offered to UK universities engaging in SE Asia, as well as SE Asian institutions seeking a UK Partner. Beyond ensuring a market foothold and an attractive financial return to our client institutions, we analyse the elements of academic, institutional and financial due diligence to ensure that the partnership business cases we present continue well beyond the lifetime of our intermediary services.

We work with our clients from the initial stage of prospective partner identification and early dialogue through to a more advanced level of consultation that encompasses regulatory and market compliance, key programme development, annual projections, market price points / contractual minimums, elements of programme delivery such as venue, lecturers, marketing & promotion – all compiled to allow a best-informed decision on the prospective partnership.

NS has brokered TNE Partnerships for the below Universities in SE Asia:

 

1.

OFFSHORE INSTITUTION (SOURCING)

NS sources and engages with the offshore institutions, building a close relationship over time and best-determining the viability of a successful TNE project.



2.

PROJECT DEVELOPMENT

If deemed viable, NS prepares a detailed business case, incorporating compulsory elements of financial, academic and institutional due diligence prepping for partnership matching.

3.

PARTNER IDENTIFICATION

NS presents the project to contracted UK TNE partners, or our wider network, and presents a viable partner to explore the TNE collaboration. 

4.

ONLINE ENGAGEMENT (ALL PARTIES)

Understanding dual party needs, and having identified mutual interest / capability – NS facilitates an initial online meeting to progress and connect directly. 

5.

DUE DILIGENCE

NS works with the offshore institution to prepare and submit required due diligence documentation and further provides entering market context / trends to the UK provider.

6.

INFORMAL SITE VISIT

Representatives from NS & the UK University visit the offshore institution to further the development of the project (Step can be bypassed in lieu for formal site visit only).

7.

FORMAL SITE ASSESSMENT

A panel from NS & the UK University visit the offshore institution to evaluate the location of delivery (Step can be bypassed in lieu of informal visit & online formal panel assessment).

8.

CONTRACT DEVELOPMENT

NS will act as an intermediary between the offshore institution and the UK University to finalise the contract, inclusive of contractual minimum payments and obligations.

9.

PARTNERSHIP LAUNCH

Once the contract is finalised, the partnership will be launched at a mutually agreeable time, and NS will support via localised management with regular dual party engagements.
